In Punta Cana you get to free swim with the dolphins in an enclosed fenced in a natural ocean environment. So in Punta Cana it is more natural, like you would be swimming with wild dolphins. You need to ask yourself, do you really need to touch the dolphins and enjoy a dorsal fin ride, then you should go to Puerto Plata.
